Colombia appears in 1989 in the midst of a deep crisis of legitimacy of the institutions and alteration of public order. A conjunction of violent phenomena —narcoterrorism, paramilitarism and dirty war, war between the Medellín and Cali cartels, war between emeralds, guerrilla violence— have the government against the ropes, and threatened social and political stability.

Author´s biography

María Elvira Samper (Bogotá, 1954). She obtained a degree in Philosophy and Literature from the Andes University and studies in Political Sciences in the same university. She has been director of Semana, QAP News and co-director in Cambio.
